I. Establishment of Benchmarking QHSE System for Standard Management and Continuous Improvement

Attaching great importance to quality safety and environmental protection, Kunlun Energy has established, implemented, maintained and continuously improved its QHSE management systems with a focus on risk management in strict accordance with GB/T19001-2016, GB/T24001-2016, GB/T28001-2011 and Q/SY1002.1-2013. Insisting on the philosophy of Environmental Protection Priority, Safety First, Quality Foremost and People Focus and the QHSE policy of People Focus, Prevention Orientation, Total Involvement, Continuous Improvement, Quality Foremost and Serving the Society, the Company is aimed at the strategic goal of Zero Accident, Zero Harm and Zero Pollution. Taking provision of quality, clean and efficient energy, environmental protection, energy conservation and emission reduction as the strategic foundation to achieve sustainable corporate development, we have continuously improved service and quality management, adopted management measures of safe development, green development and energy-saving production, vigorously advanced our efforts in building a conservation culture, and endeavored to build a resource-saving and eco-friendly business.

Vigorously advancing the development of long-acting safe production mechanisms, Kunlun Energy Company Limited has been focusing on risk control and pushing forward the operation of the QHSE system via development of QHSE management systems. The HSE Committees have been established at all levels as the highest decision-making body for HSE affairs, under which HSE Management Office (HSE Management Department) has been set up. A specialized safety regulation body has been established to achieve separate regulations and supervision, better advance the HSE programs, and strictly follow the state regulations, policies and standards. Such QHSE systems as Safe Production Management Measures, Safety and Environmental Responsibility Management Measures, Environmental Protection Management Measures, Occupational Health Management Measures and Measures for Quality Management have been formulated. Supervision and assessment on the implementation of these systems has strengthened. All members of staff have signed the Safety and Environmental Protection Liability Statement, implementing the QHSE job responsibilities at every level. The specialized supervision mechanism of safety checks and supervision bodies at six levels—company level, secondary unit level, tertiary unit level, station level, shift level and post level have been put in place. Monthly safety production meetings, quarterly HSE Committee meetings and semi-annual QHSE working meetings have been convened to execute QHSE work. In strict accordance with the PDCA management model, tracked deployment and result testing have been strengthened, management improvement promoted via assessment and implementation of reward and penalty policies.

As an urban gas operator, the Company is faced with high HSE risks as determined by the flammable and explosive nature of gas and the complexity of target users and the environment. Gas leaks and third-party destruction are the major HSE risks in business operations. In the principle of Comprehensive Risk Control and Intrinsic Safety, therefore, the Company has proceeded with the source and imposed whole-process risk control from the source, constantly consolidating the HSE foundation and striving to continuously improve the HSE situation.

1.Safety Risk Control.

The Company has established and continuously improved the Safe Production Risk Prevention and Control Management Measures and other HSE regulations, and comprehensively unfolded “risk identification and evaluation”, “base station HSE standardization” and “safety and environmental protection performance evaluation” to consolidate the safety foundation of base stations. Efforts have also been made to advance the development of the safety and environmental protection responsibility system themed with “safety management first in work management and in production management”.

  • Introduce advanced process equipment, facilities and technologies, unfold risk and potential hazard screening and governance to ensure material safety.
  • Implement the strategy of building a strong business with talents, strengthen the training and ability utilization of the talent teams, ensure the strict implementation of policies, regulations, standards and rules, and impose rigorous risk control processes.
  • Strengthen the supervision of the three-simultaneous processes for projects, ensure proper reviews, approvals and supervision of respective links, guarantee the legal compliance of three simultaneous, and keep the risks under control at the source.
  • Strengthen the introduction of advanced technologies, advance the application of online monitoring technology, safety monitoring technology, line inspection technology and corrosion prevention inspection technology, reinforce monitoring management, learn about the risk developments, promptly implement correction measures and keep the risks under control.
  • Implement the dynamic risk management mechanisms, promptly conduct hazard analysis and evaluations in case of changes of new materials, new equipment, new processes and new technology and other information and take risk control measures. Strictly implement the pre-job safety analysis system in case of hazardous operations to keep the risks under control.
  • Actively establish a potential hazard and risk control double-prevention mechanism to combine prevention with management for both temporary and permanent solutions.
  • Give play to the role of supervision mechanism of safety check and supervision bodies at six levels and separate supervision, and supervise the implementation of a safe production responsibility system, linear responsibility and localization management responsibility, and establish a dual-supervision mechanism featuring linear responsibility and integrated safety supervision.

2.Quality Risk Control.

In respect of quality management, the Company has adhered to the principle of “Source Control, Process Control, Total Involvement, Full Coverage, Complete System, Continuous Improvement, Responsibility Definition, Strengthened Supervision, Servicing Users and Pursuit of Excellence.” More effort has been made to inspect fuel gas, LPG and CNG, strengthen the management of odors of pipeline gas, quality supervision of engineering construction and material procurement, and service quality supervision. All these efforts are to achieve proper source risk prevention and control, continuously enhancing quality management levels, and providing quality compliant products and services for the community, users and enterprises.

3.Occupational Health Risk Control.

Attaching great importance to employees’ occupational health management, the Company has actively adopted such measures as noise reduction, isolation and use of effective protective devices and tools to reduce the impact of occupational hazard factors on employees. Occupational hazard factor identification, prevention and control programs involving all members of staff has been launched; employee occupational health monitoring files have been created, and pre-job, on-the-job and off-the-job occupational health examinations strictly performed; the three-simultaneous management requirements on simultaneous design, construction and production between occupational health protective structures and main works of construction projects have been strictly enforced; warning signs and warning notes in Chinese have been put up in prominent areas; occupational health knowledge popularization programs have been held on a regular basis, emergency rescue training and drills strengthened, and occupational hazard factor identification and prevention ability of employees enhanced; complete labor protective supplies have been equipped in a timely manner, better inspected, maintained and renewed; heatstroke prevention and occupational hazard site risk prevention measures have been strictly adopted for the field workers; supervision, inspection and improvement have been strengthened to ensure comprehensive and effective management of occupational hazard factors and safeguard the legal rights and interests of employees.

4.Environmental Protection Management and Pollutant Control.

Paying attention to environmental protection in its development of clean energy, the Company has incorporated the environmental impact of business activities into the decision-making process, so as to reduce the adverse impact of production and operation on the environment. Whole process risk control has been strengthened from the source. The three-simultaneous management requirements on simultaneous design, construction and production between environmental protection facilities and main works of new projects has been strictly implemented. Efforts have been actively made to promote energy-saving and emission-reduction measures, tap potential and enhance efficiency, implement clean production processes, and strengthen supervision and inspections, so as to keep environmental risks under full control.

Promoting the production and use of clean energy, the Company has imposed total closed management on process engineering. In consideration that main pollutants are from domestic wastewater, construction wastes, process (gas) emissions and equipment noise, we have strictly controlled process emissions as well as strengthened source risk control. The greenhouse gas emissions have been calculated and analyzed on a regular basis, and potential tapping and emission reduction measures taken. In respect of waste discharge, such measures as process gas recovery, waste disposal agreements with qualified units and best usage development of equipment and facilities has been adopted to reduce pollutant emissions, conduct pollutant emissions legally and actively fulfill social responsibilities and obligations

Insisting on the effective combination of risk control and emergency management, the Company has been improving the emergency management system with a focus on prevention. The Emergency Management Measures, Emergency Plan and other emergency management regulations and plans have been established and improved; the twenty-word working method and site emergency response cards have been adopted; a government-enterprise emergency mechanism and three-level maintenance mechanism at corporate, secondary unit and tertiary unit levels have been put into place, emergency supplies fully stocked, site and desktop emergency drills and drill result evaluation strengthened; the emergency management system and emergency team ability have been continuously improved via supervision, inspection and assessment.

In terms of road traffic safety, the Company has insisted on the basic policy of Safety First, Prevention Focus and Comprehensive Governance, followed the principle of responsibility of responsible persons, and gradually implemented the road traffic safety responsibility system. Such regulations as Road Traffic Safety Management Measures, and Hazardous Chemical Safety Management Measures have been formulated and implemented for the whole process standard management covering planning, safety investment, staffing, training, transportation, maintenance and scrapping. The management regulations of vehicle utilization approval and “three-handover and one sealing” on holidays have been put into place to strengthen the vehicle use review; online vehicle monitoring has been adopted; vehicle maintenance and potential hazard identification and control has been strengthened; more efforts have been made to educate and train the drivers and safety supervisors; violations have been strictly investigated and treated to standardize vehicle safety management, and continuously enhance the traffic safety management performance.

In strict accordance with the state’s working guidelines, policies, regulations and standards on fire safety, we have been improving the systems and mechanisms. While fire equipment and facilities are properly equipped, three-simultaneous requirements on fire facility design and safety of projects are implemented to strengthen specialized supervision and handling. Fire safety problems have been identified and resolved, and fire hazards inspected and corrected; a fire extinguishing plan has been prepared and fire drills organized; fire team building has been strengthened to enhance fire extinguishing ability; fire safety features and patterns in production and business activities have been studied and analyzed for early prevention, identification and correction.
